
In February 2005, Ingeus SAS began operating through a contract with the French unemployment insurance body, UNEDIC, and the French public employment service, ANPE, to deliver an experimental programme in the cities of Lille and Rouen. This pilot was designed to test early intervention for people at risk of long-term unemployment and the outcomes have exceeded all contractual targets and expectations. Following the success of this programme with a rate of return to work of over 72%, it has been expanded to other parts of France and Ingeus delivers these critical services to 6,000 people a year.
Payment within this contract is based on people staying in employment for at least six months. The rationale for funding this programme is based on the savings to UNEDIC. These savings are achieved by people re-entering the job market before they become long-term unemployed and before they have used their full entitlement to unemployment insurance.
We also have a contract with a regional Parisian Council - Hauts-de-Seine - to deliver employment services for long-term unemployed people who can choose to join our programme. At least half of the clients accessing this programme have been unemployed for between two and six years. This programme also requires Ingeus to work closely with community organisations to advise people in the area of the additional services that Ingeus can provide. This extends to developing strong links with employers to access job vacancies and assisting employers and people on our programme with the transition into work. Payments under this contract are made when people reach three months and six months in a job, and again when they reach 12 months of employment.
In just 18 months, over 3,600 people have joined our programme and over 1,200 people have found employment.
Most recently, Ingeus SAS was awarded a contract with the National Ministry of Employment to deliver services to assist 800 young graduates in the Haute-Normandie to find work, because of the issues facing graduates and their access to employment.
In the first few months of the programme, the Ingeus team assisted over 30 young graduates who had been unemployed for at least one year into suitable, lasting employment. |
